The key difference
LiteLLM, Portkey: routing without capitalisation
Excellent proxies for routing AI requests efficiently. They don't build a Private AI over time, they don't offer governance for regulated sectors, and they have no sovereignty solution.
Azure AI Foundry: ecosystem, not sovereignty
Powerful within the Azure ecosystem. But if you need to demonstrate that data never leaves Italy or the EU, a cloud hyperscaler doesn't give you a verifiable zero-egress counter.
Copilot / Modernize: dev tool, not a modernisation path
